Should it be more difficult to change Colorado’s constitution?
Supporters of Amendment 71 known as raise the bar, say the constitution is too easy to change, and becomes a testing ground for outside special interests. Meanwhile, grassroots groups think making it more difficult to change will diminish the voice of the people. Here is a debate on the issue hosted by Colorado Public Television.
